In promoting the ratification and implementation of the international instruments
related to combating terrorism, Indonesia continues to cooperate with the TPB-
UNODC, including through organizing activities for strengthening capacity building
in counter terrorism and other related criminal activities.
Indonesia and UNODC organized events for strengthening capacity building in
counter terrorism, i.e. Workshop on the Legal Implementation of the Universal
Framework against Terrorism held in September 2007, and Judicial Workshop on
International Counter Terrorisme Instruments, held in Nopember 2008. Recently in
supporting Indonesia in improving its legislation on terrorist financing, TPB UNODC
held Workshop on International Perspective and Domestic Implementation of Legal
Measures on Financing of Terrorism, in Bogor, Indonesia, on 25-26 February 2010.
Indonesia is now working with the UNODC towards the finalization of the long-term
cooperation/partnership between Indonesia and the UNODC (period 2011-2013) on
criminal justice response in countering terrorism. Through this proposed
cooperation, there will be program of activities to be implemented in the area of
countering terrorism legal framework, counter terrorism implementation capacity,
and counter terrorism transnational cooperation.
With regards to the United Nations Global Counter Terrorism Strategy,
Indonesia reaffirms the importance of the implementation of its pillars in a
comprehensive and balanced manner. This includes measures to address the root
causes of terrorism and the conditions conducive to terrorism. Indonesia and the U N ,
organized Workshop on Raising Awareness of the UN Global Counter Terrorism
Strategy among Civil Society in South East Asia", in Jakarta, Indonesia, on 18-19
November 2009. Indonesia and the United Nations Counter Terrorism
Implementation Task Force (UNCTITF) co-organized a Workshop on the Regional
Implementation of the UNGCTS in Southeast Asia, in Bali 3-5 November 2010. The
purpose of the Workshop is to promote a comprehensive approach to counter
terrorism by enhancing the knowledge of the strategy among traditional counter
terrorism stakeholders, and improving information-sharing and fostering networking
by bringing together National Counter Terrorism Focal Points at the regional level.
The Regional Workshop for Police Officers and Prosecutors in South Asia on
Effectively Countering Terrorism Jointly hosted by the Jakarta Center for Law
Enforcement Cooperation (JCLEC) and the United Nations Counter-Terrorism
Committee Executive Directorate (CTED), in JCLEC, Semarang, in November 2010.
This meeting had provided a unique opportunity for police officers, prosecutors and
counter-terrorism focal points from the South Asian Association for Regional
Cooperation (SAARC) countries to share experiences and consider the potential
applications for some of JCLEC’s work in their own region.
Indonesia hosted and organized, in cooperation with the United Nations 1267
Monitoring Team, the Third Regional Meeting for Heads of Intelligence and
Security Services in South-East Asia, in Jakarta, Indonesia, on 18-19 May 2011.
The Meeting had discussed about the current threat from Al-Qaida in the region and
identified practical initiatives to deal with this threat, and how to improve impact of
sanction regime in the implementation of the 1267 UN Security Council Resolution,
Indonesia hosted and organized the 16th Non-Alignment Movement (NAM)
Ministerial Meeting in Bali, Indonesia on 25-27 May 2011. The Meeting adopted
the Final Document which, among others, reaffirmed and underscored the validity
and relevance of the Movement’s principled position concerning terrorism, and
acknowledged the serious danger and threats posed by terrorism and terrorist acts
