adopted the Chair’s Statement that reflects the strong commitment of ASEAN

leaders in combating terrorism in the region. The ASEAN leaders agreed to continue

promoting the effective implementation of the ASEAN Comprehensive Plan of

Action on Counter Terrorism and to develop initiatives aimed addressing the root

causes of terrorism and conditions that are conductive to terrorism and to promote

cooperation on de-radicalization and interfaith dialogue, and these efforts will also

contributes to the implementation of the UN Global Counter Terrorism Strategy (UN-

GCTS).  The ASEAN Summit welcomed the entry into force of the ASEAN

Convention on Counter Terrorism (ACCT). Indonesia signed the ACCT at Cebu,

Philippines on 13 January 2007, and is in the process to ratify it.

ASEAN Regional Forum (ARF), was established for open dialogue and
consultation on regional political and security issues, with ASEAN as the primary
driving force. Through ARF, Indonesia as an ASEAN member country has
encouraged regional commitment to enhance cooperation 9S issues of mutual
interest and common concern such as combating terrorism and other transnational
crimes. Indonesia has been an active participant in the Inter-Sessional Meeting on
Counter Terrorism and Transnational Crime {ISM-CTTC). ISM-CTTC continues to
work to forge a more strengthened cooperation in fighting against terrorism and
transnational crime. Indonesia has been participated and contributed in every
session of ISM-CTTC and recently participated in the 9th Meeting of ARF ISM-CTTC
held in Kuala Lumpur on 29-31 June 2011. The objectives of the meeting is to
discuss situations pertaining to terrorism and transnational crimes in.'the region;
assessing the implementation of various decisions that have been approved vJ H |
the framework of the ARF; and also to confer about future directions of the ARF
ISM-CTTC. The outcomes of the meeting will be reported to the ARF Senior Officer
Meeting (SOM) in Surabaya, Indonesia on 10 June 2011 and the 18th ARF
Ministerial Meeting held in Bali on 23 July 2011.

Indonesia and India co-chaired the 6th ARF Intersessional Meeting on Counter-
Terrorism and Transnational Crime (ARF ISM CTTC) held n Semarang, Indonesia
in 21-22 February 2008 bringing the theme of “Social Participation on Counter-
Terrorism and Transnational Crime". The Meeting identified background, motive and
reasons of terrorism and transnational crime, sharing information and experience,
including promotion of social participation in dealing with transnational crime and
terrorism, identified ways to strengthen cooperation among countries and
international institutions in the Asia Pacific region in countering terrorism and
transnational crime.

Indonesia considers the importance of APEC activities to focus on capacity building
cooperation. Under the APEC forum, Indonesia shows its commitment to strengthen
cooperation on the issue of counter terrorism with other economies. Based on
mandate of APEC Economic Leaders in Statement on Fighting Terrorism and
Promoting Growth on APEC Economic Leaders Meeting (AELM) at Los Blancos,
Mexico in 2002, the APEC Counter Terrorism Task Force (CTTF) was established.
The goal of the Task Force is to coordinate implementation of policies, identify and
evaluate of needs, facilitate inter-sessional APEC fora, ensure capacity building and
technical assistance, and coordinate external cooperation. There are 2 two primary
initiatives on counter terrorism under APEC CTTF, namely Secure Trade in the
APEC Region (STAR) and Counter Terrorism Action Plans (CTAP). The main
activities under CTAP 2010 are enhancing the Secure Flow Trade and People in the
APEC Region; halting terrorist financing; and promoting cyber security. Indonesia as
one of the APEC economies, commits to report the CTAP every year to the APEC
and identifies capacity building needs from APEC forum.
