MENGENAI LANGKAH-LANGKAH INDONESIA DALAM PENANGGULANGAN
TERORISME
Indonesia believes that terrorism is an extremely serious challenge confronting the
international community as a whole, which requires all countries to co-operate and
work together in order to successfully confront this threat;;-fridonesia is fully
committed to supporting the efforts to prevent and combat terrorism, and the
Government of Indonesia has been developing and implementing policies and
measures to counter terrorism for a number of years. The Government of Indonesia
has been a firm supporter of the United Nations and is committed to actively
contribute to its efforts and activities in combating terrorism. As such, Indonesia has
been implementing the relevant UN Security Council Resolutions and the United
Nations Global Counter-Terrorism Strategy, ratifying conventions related to counter
terrorism, strengthening legal infrastructures, strengthening individual and
institutional capacity, and enhancing cooperation at the bilateral, regional and
multilateral levels.
A. Measures taken at multilateral level
The Government of the Republic of Indonesia has submitted its five reports to the
Counter Terrorism Committee (CTC) of the United Nations Security Council
pursuant to paragraph 6 of Security Council resolution 1373 (2001).
Currently, Indonesia has ratified the following 7 of the 16 instruments pertaining to
the subject of international terrorism :
1) 1963 Convention on Offences and Certain Other Acts Committed on Board
Aircraft, ratified by Law No.2 year 1976;
2) Convention for the Suppression of Unlawful Seizure of Aircraft, ratified by
Law No.2 Tahun 1976;
3) Convention for the Suppression of Unlawful Acts against the Safety of Civil
Aviation, ratified by Law No.2 year 1976;
4) 1980 Convention on the Physical Protection of Nuclear Material, ratified by
Presidential Decree No.49 Year 1986
5) International Convention for the Suppression of the Financing of Terrorism,
adopted by the General Assembly of the United Nations on 9 December
1999, ratified by Law No.5 year 2006;
6) 1997 International Convention for the Suppression of Terrorist Bombings,
adopted by the General Assembly of the United Nations on 15 December
1997, ratified by Law No.6 year 2006;
7) Amendment to the Convention on the Physical Protection of Nuclear Material
(CPPNM), 2005, ratified by Presidential Regulation No.46 year 2009.
Indonesia has signed the Protocol for the Suppression of Unlawful Acts of Violence
at Airports Serving International Civil Aviation, supplementary to the Convention for
the Suppression of Unlawful Acts against the Safety of Civil Aviation, 1988.
Indonesia is in the process of ratification of the 1991 Convention on the Marking of
Plastic Explosives for the Purpose of Detection. Indonesia considers the importance
of becoming party to the Convention on the Prevention and Punishment of Crimes
against Internationally Protected Persons, including Diplomatic Agents, and the
1979 International Convention against the Taking of Hostages.
