to the international community. The Ministers agreed to undertake the measures to
confront the threats and reiterated the importance of the conclusion of a
Comprehensive Convention for Combating International Terrorism and called for a
transparent, comprehensive and balanced implementation of the United Nations
Global Counter Terrorism Strategy and agree to actively engage in future meetings
concerning the reviews of the UN Global Counter Terrorism Strategy and its
implementation, and support any initiatives by NAM Members States aimed at
enhancing the effective implementation in a manner that would advance the
principled position of the Non-Aligned Movement.
Indonesian Parliament contributed to discussion in the Inter-Parliamentary Union
(IPU) forum, such as recently in the IPU Meeting in Bangkok, March 2010. Through
the forum, Members of the Indonesian Parliament encouraged the active
contribution of the IPU Members in combating terrorism, including through the
adoption of the IPU Resolution on "Cooperation and Shared Responsibility in the
Global Fight against Organized Crime, in Particular Drugs Trafficking, Illegal Arms
Trafficking in Persons and Cross-Border Terrorism.”
B. Measures taken at regional level
At the regional level, Indonesia has participated and played role in several important
initiatives undertaken to enhance regional cooperation and coordination on the issue
of terrorism. Indonesia has developed cooperation on counterterrorism through
ASEAN, ARF, APEC, APG, ASEM, AMED and BRMMCT including close
cooperation on preventing and combating terrorist Financing, increased cooperation
in investigations and the sharing of information among law enforcement authorities,
intelligence and further exchanges of ideas on tightening border controls, capacity
building, and interfaith dialogue.
Indonesia is engaged in efforts to combat terrorism with other ASEAN countries.
Indonesia has ratified the ASEAN Mutual Legal Assistance on Criminal Matter
Treaty, which is ratified by Law No.15 Year 2008. This legal instrument allows legal
cooperation on countering terrorism and it’s financing. The AMMTC/SOMTC is also
delivering issue of counter terrorism and it’s financing where Indonesia is appointed
to be a lead shepherd in discussing the Work Program to Implement the ASEAN
Plan of Action to Combat Transnational Crime Terrorism Component (2010-2012).
The last meeting of 5th SOMTC Working Group Meeting held in Bali, 24-25 February
2010 was discussing the aspect of legal matters, law enforcement matters, training,
institutional capacity building, exchange of information and extra-regional
cooperation.
Within the ASEAN SOMTC, Indonesia has been trusted as lead shepherd of
ASEAN in counter terrorism. The AMMTC/SOMTC is also delivering issue of
counter terrorism and its financing where Indonesia is appointed to be a lead
shepherd in discussing the Work Program to Implement the ASEAN Plan of Action
to Combat Transnational Crime Terrorism Component (2010-2012). The last

Indonesia’s ASEAN Chairmanship this year bears the theme of “ASEAN Community
in a Global Community of Nations", and will enhance its collective contribution
towards addressing various global issues, Indonesia as the Chair of ASEAN, has
hosted and organized the 18Th ASEAN Summit on 7-8 May 2011 in Jakarta, which
