Indonesia as one of the APEC economies commits to report the CTAP every year to
the APEC and identifies capacity building needs from APEC forum. In that regard,
APEC Seminar on Securing Remittance and Cross Border Payment from Terrorist
Use was held in Jakarta, 22-23 October 2008.
Indonesia participated and contributed to the discussion in the 24th APEC CTTF
Meeting held on 11-12 May 2011 in Montana, United States. The Meeting examined
two main agenda, namely the implementation of the CTTF work plan and APEC
Consolidated Counter-terrorism and Secure Trade Strategy. In addition, the 24th
APEC CTTF Meeting also conducted Policy Dialogue on Border Security
Management and Counter Terrorism Finance. The objectives of the aforementioned
dialogue is to intensifying the synergy of the CTTF with APEC’s fora/subfora and
other related international organizations.
Bali Regional M inisterial Meeting on Counter-Terrorism (BRMMCT) was co
hosted by Indonesia and Australia in Bali in February 2004. The Meeting agreed on
several important recommendations including strengthening legal framework,
cooperation among law enforcement agencies, strengthening capaciy of law
enforcement agencies in countering terrorism, adhering to international convention
related to terrorism, combating financing of terrorism, border security.To strengthen
cooperation under teh framework of BRMMCT, Indonesia and Australia held ” Sub
Regional Ministerial Conference on Counter Terrorism*' in Jakarta, 5 - 6 March
2007. The meeting was attended by Australia, Indonesia, Malaysia, Filipina,
Thailand and Singapura (most affected countries), and agreed to .Tricrease
cooperation in the field of law enforcement, legal framework, countering extremism
and radicalization, prevention of illicit trafficking of amrs, and mass casualty
emergency response. In following up the BRMMCT, Indonesia and Australia took
initiatives of holding four workshop, namely : a) Sub-Regional workshop on the
misuse of internet by terrorists, (b) Sub-regional the Sub-Regional Expert Meeting
on International Crime Cooperation, Sub-Regional Workshop on the
Implementation of International Counter-Terrorism Instruments dan Sub Regional
Workshop on the Prevention of Cross-Border Movement of Terrorists.
Indonesia has actively participated and contributed in the Asia-M iddle East
Dialogue (AMED), including in the Third Meeting of the AMED held in Thailand,
December 2010. The AMED III strengthens and expands cooperation between
member countries and seeks ways to tackle issues of common concern. AMED ill
discussed the daunting challenges that Asia and the Middle East are facing,
including terrorism, piracy, and maritime security.
Under the A sia P acific G roup on Money Laundering (APG), Indonesia became a
member thereof since August 1999, and Indonesia show its commitment to the 40+9
FATF Recommendation and conduct its implementation. Some commitments of
Indonesia in this regards have been shown in the measures at national level.
Indonesia has undergone an APG Mutual Evaluation (2008). The excellent
development shown by Indonesian government in handling the AML/CFT regime is
one of the value added for Indonesia to be chosen as the Co-Chair of APG for the
period of 2006-2008 with Australia as announced during the APG Annual Meeting
held in Manila, Philippine in July 2006. Thus, Indonesia hosted for the convening of
the APG Typologies Workshop in Jakarta, 14-16 November 2006 as well as hosted
the APG Annual Meeting in Bali, 7-11 July 2008.
Indonesia strengthens its cooperation to combat terrorism through inter-regional
cooperation of A sia-E urope Meeting (ASEM). The participation and engagement of
Indonesia in ASEM has strengthened the cooperation on important issues on
