ASEM’s agenda, particularly intercultural and interfaith dialogue. Indonesia has
participated in the 8,h AS EM Conference on Counter Terrorism held in Brussels,
Belgium on 10 and 11 June 2010. The objectives of the Conference includes
measures to address conditions conducive to the spread of terrorism, to prevent and
combat terrorism, to help build States' capacities and to ensure respect for human
rights and the rule of law. The Conference resulted in a clear indication that sharing
of experiences and best practices significantly enhance the fight against terrorism.
As the follow up of Brussels meeting, Indonesia will host the 9th ASEM Conference
on Counter Terrorism in September/October 2011, with the main agenda is to
underscore the importance of measures to support and assist the victims of
terrorism.

Indonesia and Australia continue to work together in strengthening capacity building
through the Jakarta Center fo r Law Enforcem ent Cooperation (JCLEC). JCLEC
as a training center for law enforcement officers has been engaged in the fight
against transnational crime with focus on counter-terrorism. The establishment of
JCLEC was a strategic step towards building the capacity of countries in the region
to deal with terrorism, and continue to contribute to the global effort to fight
transnational crime, including terrorism. Since it’s establishment in 2004 until
February 2011, JCLEC has conducted 364 courses and trained more than 8400
participants from 47 countries in the Asia Pacific region.

The courses conducted in JCLEC mostly focus on the area of investigation
management, financial investigation, intelligence analysis, chemical biological
radiological nuclear (CBRN) programme, and forensic incident management. In the
context of the regional cooperation, Indonesia continue to support the efforts in
countering terrorism among others through the JCLEC, and continues to encourage
ASEAN countries and other countries in the Asia Pacific region to benefit from the
presence of JCLEC and its programmes.
