C. Measures taken at bilateral level

Indonesia has strengthened its cooperation bilaterally with several countries. These
are includes, among others the following :

Indonesia and Netherlands cooperate in capacity building for the police
officers in the filed of combating terrorism. Both countries signed Moll
between Police Agency on investigation training, in July 2006;

Indonesia and France have cooperation in exchange of information
coordinated by Indonesian Desk of Coordination for Counter Terrorism;
Indonesia and Australia continue working under the Moll between the two
Governments on Combating International Terrorism signed in 2002 by holding
programmes in the JCLEC to increase capacity building for law enforcement in
countering transnational organized crimes and terrorism. The Governments of
UK, Australia, Canada, Germany, and Denmark, contribute to the financial
support and expertise for the capacity building programmes in countering
terrorism in JCLEC;

Denmark has co-sponsored the holding of the 3rd ASEAM Conference on
Counter Terrorism in Semarang, Indonesia held in 14-15 November 2005.
Indonesia participate in Working Level Counter Terrorism/CT Practitioner
Roundtable from relevant Regional and Sub-regional Organizations, in
Kopenhagen, in July 2006;

Indonesia and Poland has signed the Agreement on Combating Transnational
Organized Crime and Other Types of Crimes, in 2 July 2005.

Indonesia has five Treaties of Mutual Legal Assistance in Criminal Matters
signed with Australia (ratified by Law No. 1 Year 1999), People of Republic of
China (ratified by Law No. 8 Year 2006), ASEAN MLAT (ratified by Law No. 15
Year 2008), Hong Kong SAR and South Korea (both are still in the process of
ratification). Besides, Indonesia is still negotiating the MLA Treaty with several
other countries.

Indonesia and Russia signed Memorandum of Understanding on Cooperation
in Combating Terrorism in September 2007, and the MoU has been entry into
force since March 2010. A Working Group was established to implement the
MoU and both countries agreed that the Working Group meets regularly; the
first Meeting of the Working Group was held in Moscow on 22 November
2010. Within the framework of International Criminal Police Organization
(ICPO), Indonesia and Russia have been actively establishing cooperation on
combating transnational crimes.

Memorandum of Understanding between the Government of the Republic of

Indonesia and the Government of Georgia on Cooperation in Combating

Crime was proposed on March 2011. Indonesia is in the process to finalize the

MoU.  ■ m’-

i Indonesian National Police and the Namibian Police Force are in the process
       of finalizing the Memorandum of Understanding on Preventing and Combating
       Transnational Crimes and Capacity Building.

Indonesia and India signed MoU on Combating International Terrorism, in July
2004. Plan of Action for the Implementation of New Strategic Partnership,
